default_camera_type 0; # default_battle_camera <card32>, default battle camera: 0-totalwar 1-rts 2-debug #

change it to:

default_camera_type 2 ; # default_battle_camera <card32>, default battle camera: 0-totalwar 1-rts 2-debug #
